     127.33 Judicial review. 

    The decision of the commissioner of children, families, and 
 learning made under sections 127.26 to 127.39 is subject to 
 judicial review under sections 14.63 to 14.69.  The decision of 
 the commissioner is stayed pending an appeal under this section.
