401.03 PROMULGATION OF RULES; TECHNICAL ASSISTANCE.
The commissioner shall, as provided in chapter 14, promulgate rules for the implementation
of sections 401.01 to 401.16, and shall provide consultation and technical assistance to counties to
aid them in the development of comprehensive plans.
