     268.188 Subpoenas; oaths. 

    (a) In the discharge of the duties imposed by sections 
 268.03 to 268.23, the commissioner or any delegated 
 representative, shall have power to administer oaths and 
 affirmations, take depositions, certify to official acts, and 
 issue subpoenas to compel the attendance of persons and the 
 production of books, papers, correspondence, memoranda, and 
 other records necessary in connection with the administration of 
 these sections. 

    (b) Persons, other than claimants or officers and employees 
 of an employing unit that is the subject of the inquiry, 
 subpoenaed pursuant to this subdivision, shall be allowed fees 
 the same as witness fees in civil actions in district court.  
 The fees need not be paid in advance. 

    (c) The subpoena shall be enforceable through the district 
 court in the district in which the subpoena is issued.
