     221.55 Certificate of public convenience and necessity. 

    No person or corporation shall engage in the transportation 
 described in section 221.54 without a certificate of public 
 convenience and necessity from the board authorizing such 
 operation.  Such certificate shall be issued by the board 
 pursuant to application, notice, and hearing, and the issuance 
 of certificates and the transportation covered thereby shall be 
 governed by the provisions of section 221.031, applying to 
 certificated common carriers for hire, insofar as such 
 provisions are not inconsistent with section 221.54 and this 
 section.
