A county board may purchase a plot of ground in any duly organized cemetery lying, in whole or part, in the county, or in a contiguous county, to be designated and used exclusively as a soldiers' rest. The county may appropriate money for its cost, embellishment, and upkeep, and for the opening and the closing of graves in it.
The board may use the portion of the appropriation as it deems necessary for compensation and expenses of an agent, who shall be a veteran, to care for the burial ground and to issue permits for burial in it.
This section does not apply to Ramsey County.
