     473.535 Capital improvement program; budget. 

    The council shall prepare and adopt a capital improvement 
 program and a budget for the acquisition or betterment of any 
 interceptors or treatment works determined by the council to be 
 necessary or desirable for the metropolitan disposal system.  
 When the council issues debt under section 473.541, it must be 
 for the projects identified in the adopted capital improvement 
 program and budget.
