     414.051 Review of townships of more than 2,000 
  population. 

    After each federal census the director may determine the 
 townships which have a population in excess of 2,000 exclusive 
 of any municipality or part of a municipality within the 
 township and make recommendations which the director considers 
 necessary and reasonable to the board of any such township.
