     471.18 State board of education to establish 
  qualifications.  

    In all cases where school funds or property are utilized, 
 the state board of education shall: 

    (1) Establish minimum qualifications of local recreational 
 directors and instructors; 

    (2) Prepare or cause to be prepared, published, and 
 distributed adequate and appropriate manuals and other materials 
 as it may deem necessary or suitable to carry out the provisions 
 of sections 471.15 to 471.19.
