     123.66 Records as evidence.  

    The records of all districts and boards and all transcripts 
 thereof, or any part thereof, certified by the clerk or other 
 officer having custody thereof, shall be prima facie evidence of 
 the facts therein stated and all records, books, and papers of 
 such district or board shall be subject to the inspection of any 
 voter of the district.
