A special election may be called to vote on a question under section 365.20. The town board calls the election. It may call one on its own but it must call an election if 20 percent of the electors of the town petition for it. The percentage is of the number of electors on the poll list at the last election.
The clerk shall post notice of the election in three of the most public places in the town. The notice shall list the questions the electors are to vote on.
A special election under this section may answer one or more of the questions in this subdivision.
(a) Shall the town board be allowed to provide for fire protection and apparatus?
(b) Shall the town board be allowed to provide for police protection?
(c) Shall the town board be allowed to grant a franchise for waterworks to supply the residents of the town and the public with water?
