  89.54 Zones of infestation, establishment.  

    Upon the decision by the commissioner that the 
 establishment of a zone is necessary, the commissioner shall 
 make a written order establishing said zone, and upon making 
 said order, said zone shall be established.  Notice of the 
 establishment of the zone shall thereupon be published in a 
 newspaper having a general circulation in each county located in 
 whole or in part in the proposed zone.
