Any person having in possession more than three decorative trees, and any person transporting the same, on any public highway in this state shall carry in possession the written consent or bill of sale referred to in section 88.642.

The consent or bill of sale, or an original duplicate or certified copy thereof, shall be kept in the possession of the vendee named therein until January 31 of the year following the date thereof and shall be open to inspection during reasonable hours to any officer of the department of natural resources.
