     609.23 Mistreatment of persons confined.  

    Whoever, being in charge of or employed in any institution, 
 whether public or private, intentionally abuses or ill-treats 
 any person confined therein who is mentally or physically 
 disabled or who is involuntarily confined therein by order of 
 court or other duly constituted authority may be sentenced to 
 imprisonment for not more than one year or to payment of a fine 
 of not more than $3,000, or both.
