471.80 APPLICATION.
Sections 471.71 to 471.83 shall supersede inconsistent home rule charter provisions, but
shall not supersede or repeal home rule charter provisions not inconsistent therewith which
impose other and additional restrictions on the incurring of obligations or expenditures of moneys.
