The commission shall so plan and conduct its operations and projects that if the legislature
subsequently enacts legislation creating a single multipurpose metropolitan public agency to
handle a variety of problems affecting the transit area, and gives such agency powers and duties
relating to public transit which are substantially the same as or greater than those given the
commission by sections
458A.01 to
458A.15, with provisions which result in making the
commission subject to such agency or merging the commission therein or transferring the powers
and duties of the commission thereto or terminating the existence of the commission or otherwise
disposing of its affairs, the commission will be prepared to comply therewith in accordance with
the intent of the legislature.
