     33.031 Prosecuting officers, duties.  

    It shall be the duty of every prosecuting officer to whom 
 the commissioner of agriculture shall report any violations of 
 section 33.02 or 33.03 to cause appropriate proceedings to be 
 instituted in the proper courts and prosecuted, without delay, 
 for the enforcement of the penalties therein specified.
