     3.22 Payment. 

    The publisher of each newspaper publishing the proposed 
 amendments shall, before receiving fees for the publication and 
 before the first day of January following an election year, file 
 with the secretary of state an affidavit showing the 
 qualification and legality of the newspaper and stating that the 
 amendments have been published as required by law.
