     256B.13 Subpoenas. 


    Each county agency and the state agency shall have the 
 power to issue subpoenas for witnesses and compel their 
 attendance and the production of papers and writing; and 
 officers and employees designated by any county agency or the 
 state agency may administer oaths and examine witnesses under 
 oath in connection with any application or proceedings hereunder.
