     252A.12 Appointment of conservator not a finding of 
  incompetency.  

    An appointment of the commissioner as conservator shall not 
 constitute a judicial finding that the mentally retarded person 
 is legally incompetent except for the restrictions which the 
 conservatorship places on the conservatee.  The appointment of a 
 conservator shall not deprive the conservatee of the right to 
 vote.
