     127A.40 Manner of payment of state aids. 

    It shall be the duty of the commissioner to deliver to the 
 commissioner of finance a certificate for each district entitled 
 to receive state aid under the provisions of this chapter.  Upon 
 the receipt of such certificate, it shall be the duty of the 
 commissioner of finance to draw a warrant in favor of the 
 district for the amount shown by each certificate to be due to 
 the district.  The commissioner of finance shall transmit such 
 warrants to the district together with a copy of the certificate 
 prepared by the commissioner.
