     116J.411 Definitions. 

    Subdivision 1.    Terms.  For the purposes of sections 
 116J.411 to 116J.415, the following terms have the meaning given 
 them.  

    Subd. 2.    Commissioner.  "Commissioner" means the 
 commissioner of trade and economic development. 

    Subd. 3.    Local governmental unit.  "Local 
 governmental unit" means a home rule charter or statutory city 
 when the project is located in an incorporated area, a county 
 when the project is located in an unincorporated area, or an 
 American Indian tribal council when the project is located 
 within a federally recognized American Indian reservation or 
 community. 

    Subd. 4.    Low income.  "Low income" means equal to or 
 below the nonmetropolitan median household income. 

    Subd. 5.    Principally.  "Principally" means more than 
 half. 

    Subd. 6.    Regional organization.  "Regional 
 organization" or "organization" means an organization selected 
 under section 116J.415, subdivision 3. 

    Subd. 7.    Rural.  "Rural" means the area of Minnesota 
 located outside of the metropolitan area as defined in section 
 473.121, subdivision 2.
