383B.143 CONTRACTS FOR PURCHASES.
    Subdivision 1. Contracts. Notwithstanding the provisions of sections 373.01 and 373.02, the
administrator has authority to enter into contracts for the purchase of goods, materials, supplies,
equipment or services under the terms, conditions or restrictions contained in sections 383B.141
to 383B.151 or of any resolution of the board. Authority to enter into price agreements may be
delegated to the administrator, who may authorize heads of departments to make purchases
within the scope of the agreements.
    Subd. 2. Installment purchases. The board may enter into agreements for installment
purchases or lease purchases of equipment for periods not to exceed seven years. Authority
therefor shall not be delegated. When the agreements have been entered into, the board shall make
annual appropriations sufficient to pay the annual amount due under the agreements.
    Subd. 3. Agreement duration. Agreements, other than installment purchase agreements
or lease purchases, may be entered into by the board for a duration not to exceed seven years
where performance thereunder so requires.
    Subd. 4. Small purchases; rules. The board may authorize, subject to rules promulgated by
the administrator, purchases other than those defined in subdivision 1.
    Subd. 5. Joint power agreements. The board shall have sole authority for entering into
joint powers agreements or cooperative purchase agreements under the provisions of section
471.59. Upon the execution of agreements thereunder, the board may delegate authority relating
to purchases of goods, materials, supplies, equipment or services.
