137.0246 REGENT NOMINATION AND ELECTION.
    Subdivision 1. Governor nomination. By February 15 following the receipt of
recommendations from the advisory council, the governor must submit to the joint committee
established under subdivision 2 a slate of regent nominations that complies with sections 137.023
and 137.024. The slate must name one nominee for each vacancy. In selecting nominees,
the governor must consider the needs of the Board of Regents and the balance of the board
membership with respect to gender, racial, and ethnic composition. The governor must inform the
joint committee how each candidate and the slate meet the needs identified in the report under
section 137.0245, subdivision 4, paragraph (b).
    Subd. 2. Joint committee. (a) The joint legislative committee consists of 20 legislator
members. Ten members shall be appointed by the speaker of the house. Ten members shall be
appointed by the Subcommittee on Committees of the Committee on Rules and Administration
from the senate. An equal number of members from the majority and minority party shall be
appointed from each house. The members appointed from the minority party must be appointed
from among those recommended by the minority leader. The chairs of the education policy
committees and of the higher education budget divisions and the ranking minority member of
those committees and divisions must be appointed. A majority of the members from each house is
a quorum of the joint committee.
(b) By February 28 of each odd-numbered year, or at a date agreed to by concurrent
resolution, the joint legislative committee shall meet to consider the governor's nominees for
regent of the University of Minnesota for possible presentation to a joint convention of the
legislature.
(c) The joint committee may only recommend to the joint convention nominees
recommended by the governor. If the joint committee does not recommend a governor's nominee,
the governor must submit a different nominee for the same vacancy.
