     221.022 Exception. 

    The powers granted to the commissioner under sections 
 221.011 to 221.296 do not include the power to regulate any 
 service or vehicles operated by the metropolitan council or to 
 register passenger transportation service provided under 
 contract to the department or the metropolitan council.  A 
 provider of passenger transportation service under contract to 
 the department or the metropolitan council may not also provide 
 service as a motor carrier of passengers without first having 
 registered under section 221.0252.
