     355.44 Certification by governor.  


    If the governor receives satisfactory evidence that the 
 conditions specified in section 218(d) (3) of the Social 
 Security Act have been met and the outcome of the referendum 
 indicates that the majority of the employees desire to be 
 covered by the Social Security Act, the governor shall so 
 certify to the Secretary of Health, Education and Welfare.
