     355.59 Certification by governor.  


    The governor, on receiving satisfactory evidence that the 
 conditions specified in section 218(d) (7) of the Social 
 Security Act have been met with respect to the teachers 
 retirement association, shall so certify to the Secretary of 
 Health, Education, and Welfare.
