     13.593 Red Wing port authority. 

    Data maintained by the Red Wing port authority that pertain 
 to negotiations with property owners regarding the purchase of 
 property are nonpublic data not on individuals.  With the 
 exception of the authority's evaluation of properties not 
 purchased, all other negotiation data become public at the time 
 of the closing of the property sale.
