     69.55 Warrant on state treasurer. 

    The commissioner of finance by July 31 and December 31 of 
 each year shall issue and deliver to the treasurer of the relief 
 association in each city a warrant upon the state treasurer for 
 an amount equal to the total amount of the surcharge on the 
 premiums within the city theretofore so collected and 
 transmitted to the state treasurer by these insurance 
 companies.  There is appropriated from the general fund the 
 amount necessary to pay these warrants.
