     383C.335 Not to issue orders without funds.  

    Except in emergency, no valid order for delivery on a 
 contract or open market purchase shall be issued until the 
 county auditor of any such county shall have certified in 
 conformity with law that the unencumbered balance in the 
 appropriation or appropriations concerned in excess of all 
 unpaid obligations, is sufficient to defray the amount of such 
 order.
