     469.140 Projects described in municipal industrial 
  development law. 

    If and to the extent any project proposed to be undertaken 
 by a city also constitutes a project as defined in section 
 469.153, the provisions of sections 469.152 to 469.165 shall 
 apply to the undertaking and financing of that project by the 
 city, except that to the extent the governing body of a city has 
 delegated powers to an authority as provided in section 469.118 
 those powers may be exercised under sections 469.152 to 469.165 
 by the authority.
