     231.06 Appreciation and depreciation accounts.  

    The department shall have the power, after a hearing, to 
 require all warehouse operators to keep such accounts as will 
 adequately reflect appreciation, depreciation, or obsolescence.  
 The department may, from time to time, ascertain and determine 
 and, by order, fix the proper and adequate rate of appreciation 
 or depreciation of the property of each warehouse operator, and 
 each warehouse operator shall conform the appreciation and 
 depreciation accounts to the rate so ascertained, determined, 
 and fixed.
