     221.281 Violations, penalties. 

    Any regular route common carrier or petroleum carrier, or 
 any officer, agent or employee of any such carrier, failing to 
 comply with any final order, decision, rule, or directive, or 
 any part or provision thereof, of the commissioner or board, or 
 any provision of sections 221.011 to 221.296, shall be subject 
 to a penalty of $50 for each and every day of such failure, to 
 be recovered for the state in a civil action brought by the 
 commissioner. 

    Any such carrier granting any special rate, rebate, 
 drawback, or directly or indirectly charging, demanding, or 
 collecting a greater or less compensation than provided by its 
 regular established schedule of rates and charges, shall be 
 punished by a fine not exceeding $10,000 for each such offense.
