     219.24 Additional safeguards. 

    If the board finds in an investigation instituted upon the 
 commissioner's own motion or upon complaint and after notice and 
 hearing, that conditions at a grade crossing require additional 
 safeguards to protect life and property, such as crossing gates 
 or other suitable devices, the board shall specify the nature of 
 the devices required and may order the railway company operating 
 the railroad at the crossing to install them.
