     181B.15 Rules.  


    The commissioner may promulgate rules to provide for the 
 efficient administration of the provisions of sections 181B.01 
 to 181B.17, or to clarify such provisions as may be necessary to 
 effectuate the purposes of sections 181B.01 to 181B.17, and may 
 from time to time specify any appropriate actuarial assumptions 
 necessary to effectuate the purposes of sections 181B.01 to 
 181B.17.
