     15.061 Professional or technical services. 

    In accordance with section 16B.17, the head of a state 
 department or agency may, with the approval of the commissioner 
 of administration, contract for professional or technical 
 services in connection with the operation of the department or 
 agency.  A contract negotiated under this section is not subject 
 to the competitive bidding requirements of chapter 16B.
