     116C.62 Improvement of sites and routes. 

    Utilities which have acquired a site or route in accordance 
 with sections 116C.51 to 116C.69 may proceed to construct or 
 improve the site or route for the intended purposes at any time, 
 subject to section 116C.61, subdivision 2, provided that if the 
 construction and improvement commences more than four years 
 after a certificate or permit for the site or route has been 
 issued then the utility must certify to the board that the site 
 or route continues to meet the conditions upon which the 
 certificate of site compatibility or transmission line 
 construction permit was issued.
