Description

When was this particular phrase added to the criminal code, and why? Why did the Legislature remove this word from statute, only to reinstate it the next year? When was the first time the Legislature introduced a bill to legalize sports betting, and what happened that year? The Legislative Reference Library regularly receives these kinds of questions, and legislative history research can help answer them. But this research process can be time consuming and complex. In this presentation, reference librarians from the Legislative Reference Library will break down the research process with real-life examples, and will outline how research methods and tools vary across years.

Legislative Budgeting Process

Description

This session will discuss the legislative process for developing the state budget. The session will examine provisions in the constitution, Minnesota Statutes, and legislative rules that drive budget process in the legislature. Fiscal staff will present and discuss the different types of appropriations, the use of fiscal notes, how and why budget targets are developed, the chronology of the budget process, and will explain “budget rules” and their purpose. This is a good session to bring all your Minnesota budget questions. Fiscal staff from the House and Senate will be on hand with their calculators and spreadsheets to discuss drafting budget legislation and working with fiscal staff.

Minnesota Indian Family Preservation Act

Description

This discussion will look at the historical, philosophical, and legal requirements of the federal Indian Child Welfare Act (ICWA) of 1978 and the impetus for merging ICWA provisions into the Minnesota Indian Family Preservation Act (MIFPA). ICWA established child protection procedures and requirements for children who are members of or eligible for membership in a federally recognized Tribe. MIFPA was first enacted in 1985 and expanded ICWA requirements. In 2023, the Minnesota legislature enacted changes to MIFPA. This CLE will examine the 2023 legislation and recent precedent of the Supreme Court of the United States on the constitutionality of ICWA.
