1400.8510 DEFINITIONS.

Subpart 1.

Agency.

"Agency" means the public agency for whom the hearing is conducted.

Subp. 3.

Party.

"Party" means each person named as a party by the agency in the notice of hearing or any other persons granted permission to intervene pursuant to part 1400.8570. "Party" includes the agency except when the agency participates in the hearing in a neutral or quasi-judicial capacity only.

Subp. 3a.

Person.

"Person" means any individual, business, nonprofit association or society, or governmental entity.

Subp. 4.

Service; serve.

"Service" or "serve" means personal service or, unless otherwise provided by law, service by first class United States mail or a licensed express mail service.
