7011.1229 PERFORMANCE STANDARDS FOR CLASS II WASTE COMBUSTORS.

Subpart 1.

Scope.

The owner or operator of a class II waste combustor must comply with:

A.

the emission limits, notification, monitoring, testing, record-keeping, and reporting requirements of the new source performance standards incorporated in part 7011.1293;

B.

subpart 2; and

C.

the following requirements:

(1)

parts 7011.1240, subpart 1; 7011.1281; 7011.1282; 7011.1283; and 7011.1284 if the owner or operator chooses to comply with the operator certification requirements of Code of Federal Regulations, title 40, section 60.54b, as amended, by obtaining certification through the agency;

(2)

the general waste combustor facility requirements under part 7011.1245;

(3)

the industrial solid waste management plan requirements under part 7011.1250;

(4)

the reporting and response requirements for exceeding continuously monitored emissions under part 7011.1260, subpart 7;

(5)

the reporting and response requirements under part 7011.1265, subpart 11, if an exceedance is measured during the conduct of a performance test; and

(6)

the testing or monitoring frequency for a waste composition study according to part 7011.1270, subpart 6.

Subp. 2.

Emission limits.

The table in this subpart governs emission limitations for a class II waste combustor. For acid gas limitations, either the applicable percent reduction or the parts per million by volume emission limitation, whichever is less stringent, is the emission limitation for the waste combustor.

Size Class II

Filterable 0.015 gr/dscf
The sum of filterable and organic condensable 0.020 gr/dscf
PCDD/PCDF
(total) 30 ng/dscm

SO2 80% control or 30 ppm
Carbon monoxide
Modular 50 ppm
Mass burn or fluidized bed 100 ppm
RDF stoker 150 ppm
Opacity 10%
NOx NA
