A.
the timeliness and completeness of the retailer's reporting of lost, stolen, or missing tickets;
E.
any other factor the director reasonably determines would further the secure, fair, and efficient operation of the lottery.
Subp. 3.

A retailer who disagrees with a determination made by the director under subpart 2 may request reconsideration. The request for reconsideration must be in writing, state the reasons for the request, and be received by the lottery within 30 calendar days of the retailer's receipt of the determination.
