7190.0011 CLAIM CONSOLIDATION.

The agency may consolidate two or more related claims if:

A.

the claims arise from the same release; or

B.

the claims present substantially the same issues; and

C.

the consolidation would not prejudice the rights of any claimant; and

D.

the consolidation is administratively practical.
