7035.1900 BASIC PERMIT, CERTIFICATION, AND COMPLIANCE REQUIREMENTS FOR INDUSTRIAL SOLID WASTE LAND DISPOSAL FACILITIES.

An industrial solid waste land disposal facility must not be opened or placed into operation until:

A.

An agency permit has been issued.

B.

A construction certification has been approved by the commissioner. The certification, signed by the project engineer, must certify, with any exceptions listed, that the construction has been completed in accordance with the plans and agency permit. The engineer must certify that an agency-approved water monitoring system is functional and include an analysis of background water monitoring samples.

If any construction has been scheduled in the plans for phase development subsequent to the initial operation, then a similar certification must be approved for each phase before it is operated.

C.

The facility is consistent with the county solid waste management system plan.
