The commissioner may order the revocation of a permit to mine when:
it is necessary to stop conditions that jeopardize public health and safety or that could result in injury to persons or property; or
there is a violation of terms of the permit to mine or parts 6132.0100 to 6132.5300.
A proceeding to revoke a permit to mine begins by serving on the permittee:
a notice of hearing under part 6132.5000; and
the proposed revocation order.
