To be eligible for selection as a recipient of a loan or grant under the program, the application must satisfy the requirements in items A to D.
Grant funds may not be used for residential care facilities, for facilities that provide housing available for occupancy on less than a 24-hour continuous basis.
The housing for chronic chemically dependent adults must satisfy the following conditions:
be certified by the Department of Health or the city as a board and lodging facility or single residence occupancy housing;
be located in an area significantly distant from the present location of county detoxification service sites;
make available the services of trained personnel to appraise each client before or upon admission and to provide information about medical, job training, and chronic chemical dependency services as necessary;
provide on-site security designed to assure the health and safety of clients, staff, and neighborhood residents; and
To the extent possible, an applicant shall combine the loan or grant with other funds obtained from public and private sources.
