4900.1937 FUNDING PRIORITY.

Funding priority shall be given to those applicants:

A.

that include low-income persons in their membership;

B.

have provided housing-related services to low-income persons; and

C.

demonstrate a local commitment of local resources, which may include in kind contributions.
