4900.0594 PREFERENCE FOR PERSONS AND FAMILIES OF LOW AND MODERATE INCOME.

The agency may, in its sole discretion, give preference to persons and families of low and moderate income by:

A.

providing home energy loans to these persons and families at lower rates of interest;

B.

providing allocations of funds specifically for use by these persons and families; and

C.

other methods as the agency deems appropriate.
