A.

When a request to be certified as a socially and economically disadvantaged, economically disadvantaged area, or veteran-owned small business is denied, a written explanation of the reasons for the denial must be provided to the applicant, specifically referencing the evidence in the record that supports each reason for the denial. All documents and other information on which the denial is based must be made available to the applicant on request.

B.

The time period for reapplication begins to run on the date the explanation required by item A is received by the applicant. An applicant's appeal of the decision does not extend this period.
