                             CHAPTER 22-H.F.No. 887 
                  An act relating to public administration; providing 
                  St. Paul with additional authority in regard to the 
                  teacher training institute; amending Laws 1994, 
                  chapter 643, section 72. 
        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
           Section 1.  Laws 1994, chapter 643, section 72, is amended 
        to read: 
           Sec. 72.  [TEACHER TRAINING INSTITUTE; CITY OF ST. PAUL.] 
           The city of St. Paul may establish and maintain a an 
        education center and teacher training institute and related 
        activities that provides provide, but are not limited to, new 
        models for professional development for teachers.  The city may 
        exercise the powers granted in Minnesota Statutes, section 
        471.191, to acquire and better facilities for the institute.  
        Facilities that have been acquired or bettered in whole or in 
        part with the proceeds of state bonds must be owned by the city 
        but may be leased to or managed by a nonprofit organization to 
        carry out the purposes of the institute program established by 
        the city.  The lease or management agreement must comply with 
        the requirements of new Minnesota Statutes, section 16A.695.
