An act relating to the city of Chanhassen; authorizing
certain bid specifications for playground equipment on
an experimental basis.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. [CITY OF CHANHASSEN; EXPERIMENTAL BID
SPECIFICATIONS FOR PLAYGROUND EQUIPMENT ACQUISITIONS.]
Subdivision 1. [PURPOSE.] For the purpose of providing
more creativity in the design and functioning of city
playgrounds, at the lowest practical cost to its citizens, the
city of Chanhassen may use the authority provided in this
section to acquire playground equipment.
Subd. 2. [MINIMUM SPECIFICATIONS.] Notwithstanding any
contrary provisions of Minnesota Statutes, section 412.491 to
412.531, 429.041, 471.345, 471.35, or any other law, the city of
Chanhassen may prepare specifications which may be used to
advertise for bids and award contracts to the bidder of its
choice for playground equipment, as follows. These
specifications must, at a minimum, specify the location and area
of the playground, its general topography and surface
characteristics, the age group to be served by the playground,
and a requirement that each bidder submit a design proposal for
the playground that establishes the position for each proposed
piece of equipment, and includes a detailed description of each
piece of equipment that will be supplied under the contract by
the successful bidder.
Subd. 3. [DURATION OF AUTHORITY.] The authority provided
in this section expires December 31, 1996. The city of
Chanhassen shall report to the appropriate standing committees
of the senate and house of representatives by February 1, 1997,
on the effect of the authority granted in this section to
provide playground equipment to the city at the most efficient
cost with a view toward granting the authority on a statewide
basis.
Sec. 2. [EFFECTIVE DATE; LOCAL APPROVAL.]
Section 1 is effective the day after compliance with
Minnesota Statutes, section 645.021, subdivision 3, by the
Chanhassen city council.
