        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
           Section 1.  Laws 1993, chapter 111, section 3, is amended 
        to read: 
           Sec. 3.  [EFFECTIVE DATE.] 
           Sections 1 and 2 are effective the day following final 
        enactment and are repealed November 1, 1995. 
           Presented to the governor February 21, 1995
